Get a 32 bit php download of php version.

Activate the pdo_odbc extension in the php.ini

extension=pdo_odbc

use this connection string where $dbName is path to your mdb file

$dbName = "1.mdb";
$db = new PDO("odbc:DRIVER={MICROSOFT ACCESS DRIVER (*.mdb)}; DBQ=$dbName;Uid=; Pwd=;");
